What Future for the Global Trading System?

Is the World Trade Organisation still relevant? It is 20 years old and has only just concluded its first deal. Major countries, including the United States and European Union, are negotiating deals outside the WTO. Why is it so hard to reach multilateral agreement? How will trade be governed in the future?
