Paolo is from Manila, Philippines and, prior to starting the MPP at the Blavatnik School of Government, worked as an economist at the Philippine Competition Commission, the country's antitrust body. He has specialised in reviewing mergers and acquisitions as well as performing policy-related work in heavily regulated industries such as energy, water and transportation.

Paolo holds a business and economics degree from the University of the Philippines and worked with the competition authority for three years before coming to Oxford. He also interned as a policy research assistant at the Philippine Congress while he was still an undergraduate student.
